Quarantine due to coronavirus infection in Angarsk and its restrictive measures

European countries have already introduced a total quarantine in cities due to the epidemic of coronavirus infection. However, the term "quarantine" is of a legal nature and means that the state declares a state of emergency. Since March 28, a self-isolation regime has been in effect in Russia, but for the usual perception, in this article we will also call these restrictive measures “quarantine”. Self-isolation has been declared on the territory of Russia and has not bypassed the city of Angarsk. Below is a description of what is prohibited and what is not during this period, how organizations and institutions work, and what students of schools and universities should prepare for.

The city of Angarsk, with a population of 225 thousand people, is part of the Irkutsk region. Therefore, it is logical to mention, including the region, since the number of infected people is small compared to the whole country. According to the latest figures from open sources in the region, the following statistics on the incidence of new coronavirus infections COVID-19:

  • 28 cases confirmed;
  • 2 people died from the disease;
  • no recovered.

At the same time, 2 people fell ill with coronavirus in Angarsk. A woman and a man. The first arrived with symptoms of infection from the United Arab Emirates. The second patient returned from Thailand.

Within the region, an increase in the incidence is not observed, since the sick were promptly localized in the infectious diseases departments. Patients will be kept in hospitals until full recovery. And since Russia completely closed the borders for entry and exit from other states, there were no new, so-called “imported” cases of infection either.

According to the order of the President of the Russian Federation, local authorities must independently decide who and how is forced to close in order to reduce the risk of the spread of COVID-19 infection. Therefore, the following organizations and institutions have been quarantined in Angarsk:

  • cinemas, museums, zoos, theatres, circuses, exhibition complexes and galleries;
  • playgrounds, amusement parks, water parks and places of recreation for citizens;
  • clubs, libraries, cultural centers;
  • night entertainment clubs, restaurants and cafes, bowling;
  • sports sections, swimming pools and fitness clubs;
  • food courts in malls.

In Angarsk, some cafes and restaurants continue to work. The restrictive measures did not affect catering establishments that can accommodate less than 50 guests at a time. Larger catering establishments, banquet halls and dining rooms are closed for quarantine.

The establishments and places listed by the authorities are recognized as points of mass gathering of people. They increase the concentration of the threat of the spread of infection. At the same time, the administration warned that bans and restrictions in some organizations and institutions will remain for some time after the lifting of the self-isolation regime. This is required for complete disinfection and 100% confidence in the absence of the virus in rooms and facilities.

There is also quarantine in Angarsk schools. Due to the coronavirus, students have been transferred to distance learning. However, the Ministry of Education of the Russian Federation has not yet canceled the final exams, the OGE and the Unified State Examination. Only a decision was made to postpone the certification, however, the exact dates have not yet been approved.

How long will the quarantine in Angarsk last?

Despite the fact that, by presidential decree of April 2, non-working days with pay were extended until April 30, the local authorities of each region independently determine the terms of self-isolation and forced vacations. In the Irkutsk region, the self-isolation regime was extended until April 19 inclusive. Prolongation of quarantine in Angarsk by local authorities approved until April 12.

Thus, from Monday, people will be allowed to leave their apartments not only as an urgent need. For example, to go to the store, walk the dog, take out the trash, or seek medical attention. However, most of the quarantined public places will remain closed for the time being.

Goals of quarantine restrictions

The bans imposed by the Government of the Russian Federation are aimed at preventing the spread of coronavirus infection among urban residents. All restrictions are temporary, and as soon as the situation with the epidemiological threshold stabilizes, the prohibitive measures will be lifted, according to the Cabinet of Ministers. In the current realities, such a strategy turns out to be the most effective in order to get rid of the pandemic as quickly as possible and minimize losses and damages.
