Features of quarantine in Izhevsk through coronavirus

Quarantine in Russia has been introduced everywhere, Udmurtia is no exception. In the capital of the region, Izhevsk, serious measures have been taken to combat the coronavirus. The introduction of quarantine has put wide sections of the population on the brink of survival: individual entrepreneurs, catering workers, and educational service providers. What measures have been introduced and have they achieved the desired results?

What is known about quarantine in Izhevsk due to coronavirus

Features of quarantine in Izhevsk through coronavirus

In March 2020, quarantine in Izhevsk only applied to people arriving from abroad. They were supposed to be in self-isolation on the basis of issued instructions, but in just a few days, 371 people violated the ban and were held accountable. Subsequently, various measures were introduced to combat COVID-2019:

  1. Public catering establishments are closed: restaurants, cafes, bars;
  2. The work of entertainment facilities has been suspended: nightclubs, hookahs;
  3. Scheduled exhibitions and public events have been cancelled;
  4.  A self-isolation regime has been introduced for citizens.

In theory, quarantine meant a complete halt of all production, except for vital ones, and the exclusion of social contacts for 2-3 weeks. In practice, the requirements are violated everywhere, since they were not clearly formulated initially. If it is possible to comply with quarantine in Izhevsk schools (it is enough just to close them), then what about private enterprises and citizens?

Educational institutions

In connection with quarantine measures, the universities of Udmurtia have extended the terms of admission campaigns. Back in mid-March 2020, it was decided to transfer higher and secondary specialized educational institutions to distance learning. It was decided to conduct classes remotely in schools until April 12. Teachers have the right to determine which tools to use for this.

Citizens who continue to go to work have the right to demand that the employer observe safe working conditions. These include the availability of personal protective equipment (masks, gloves), antiseptics, the maximum distance.

As for higher education institutions and colleges, they have also switched to distance learning. There is debate about the effectiveness of such classes, but this is the only way to continue the transfer of knowledge to students.

Which enterprises and entrepreneurs are forced to suspend their activities

Initially, the activities of all organizations, with the exception of vital ones, were put on pause. This applies to all entertainment and catering establishments (except food delivery), fitness clubs, non-food stores. The activities of the service station, the seller of spare parts, car dealerships were suspended. All entrepreneurs have officially closed their outlets, with the exception of those selling food. At the same time, in the future, the conditions of isolation were somewhat weakened.

Who keeps working

From the very beginning, the activities of pharmacies, grocery stores, medical institutions, as well as vital areas did not stop. These include energy, the work of emergency teams, firefighters and rescuers. The internal affairs bodies and taxi drivers continued their activities. In hospitals in Izhevsk, doctors are working in an enhanced mode, but elective surgeries have been canceled - only emergency patients are accepted.

Will quarantine be extended in Izhevsk

The decision to introduce a self-isolation regime was announced by A. Brechalov, the head of Udmurtia, on March 31. As of April 11, 2020, certain concessions have been introduced, for example, the activities of notary offices and mobile phone shops are allowed. The courts were told to consider urgent cases, but it was allowed, with the consent of the parties, to conduct proceedings in other categories.

As of April 10, 2020, 150 administrative protocols were drawn up for violating the self-isolation regime. Those held liable face a fine of up to 30-40 thousand rubles (depending on the article).

Whether this regime will be extended is an open question. The consequences for the economy are already extremely serious, and in the future, much more people may die from the shutdown of production and the service sector than from the coronavirus. A decision on the future is expected to be made in the near future.

How is the educational process in Izhevsk during the quarantine period

Educational institutions, with the exception of kindergartens, have been transferred to remote work. Quarantine in Izhevsk schools added to the hassle for parents, as there was no one to delegate the duties of looking after their offspring. Those educational institutions where educational services were provided on a distance basis did not experience serious difficulties.

However, for those who have never taught Skype lessons, it was not easy. The process is mainly aimed at individual work, but control over schoolchildren and students is significantly reduced. In addition, many do not have high-speed Internet and suitable computers for such training.

Goals of quarantine due to coronavirus

The main task of the self-isolation regime is to reduce the spread of the disease. The burden on the healthcare system in this case will be less, and doctors will be able to avoid the influx of patients. But this is true only when people stay at home for 2-3 weeks in a row and minimize contacts.

If meetings and communication continue, then the measures introduced will be useless. So far, there are relatively few reported cases of COVID-19 in Udmurtia. This is not necessarily due to the effective work of the authorities - perhaps it is a matter of small tests.
