Odessa mother in quarantine for coronavirus

Quarantine in Odessa is not new, but rather, rather, a periodic resumption of the previous alarming situation. In 1812, the then governor Richelieu announced the introduction of restrictive measures, to whom the grateful townspeople subsequently erected a monument. The city has suffered several epidemics of plague and cholera, the Spanish flu, Asian flu and coronavirus. It was no coincidence that the first bacteriological station in Europe and the second in the world was founded in Odessa. The current quarantine was announced by Governor M. Kutsy, who was appointed to the post in October last year under the patronage of Arsen Avakov.

How many people are infected with coronavirus in Odessa

There is a coronavirus in Odessa, but not on such a scale, and not in such numbers as in Western Ukraine and the capital region. The city is popular with residents of other Ukrainian regions, as it has long been known for its entrepreneurial spirit, innovation and ability to make money. A relatively prosperous region, like Russia and Europe, attracts with the opportunity to earn extra money against the general background of dull desolation in villages and regional centers.

Hence the number of people infected in Odessa - as of April 14, there are 30 patients with a confirmed diagnosis of coronavirus in the City Infectious Diseases Hospital.

12 of them are residents of Odessa, the rest are guests of the city from Ukraine and other countries of the world. Patient statistics are quite encouraging:

  • no one has any deterioration in condition;
  • no one needs artificial ventilation of the lungs;
  • 21 people are in a state of moderate severity;
  • one patient is in a satisfactory state of health;
  • there are elderly citizens aged 61 and 94, but they do not require emergency measures.

In the Odessa region, the situation is somewhat worse - the total number of cases has reached 69 people, of which 30 patients with coronavirus are indigenous people - less than half of all established infected.

On April 13, Maxim Kutsy solemnly announced the creation of an interactive map on the RSA website. In his opinion, posted on the same official website, the map of the spread of COVID-19 will help the residents of the region not only permanently have objective information, but also take care of personal protective equipment in a timely manner.

List of restrictions related to quarantine in Odessa

On April 3, at a briefing by the Prime Minister of Ukraine D. Shmyhal, it was announced that the quarantine in Ukraine would be tightened. Channel 5 informed Ukrainian viewers about numerous violations in Odessa, where there are almost three dozen cases. It is characteristic that the journalists did not go to Ternopil, where there are 280 infected, nor to the Chernivtsi region, where the number of infected people has long exceeded five hundred people.

In Odessa it is impossible:

  • be in public places without personal protective equipment;
  • gather in groups of more than two people;
  • children under 14 go out unaccompanied by adults;
  • visit educational institutions for students and pupils;
  • hold any events - cultural, mass, religious, sports, social and advertising;
  • stay on sports and playgrounds.

In Odessa, hairdressing salons, catering establishments, retail outlets for the sale of industrial goods in food markets, including Privoz, all shops, except for grocery ones, are closed.

It is forbidden to enter the city from the suburbs and the region, therefore, railway transport and minibuses in the region do not work. The only exceptions are electric trains, on which the Odessa Railway transports free of charge workers from the suburbs and the satellite city of life support workers. Quarantine in the universities of the city of Odessa has spread not only to the educational process, but also to hostels, from which nonresident students were forced to go home.

Quarantine in Odessa schools is total in nature - children do not attend them, but teachers go to work regularly and conduct remote classes with students using Internet resources.

Punishments for quarantine violators

Punishments for violations of the resolution of the Verkhovna Rada are expected to be severe:

  • a fine for violating self-isolation measures and quarantine restrictions involves a fine of UAH 17,000;
  • six-month arrest or restriction of freedom up to 3 years;
  • criminal liability if the actions of the subject led to serious consequences or the death of another person;
  • for official negligence or unfulfilled official duties - a fine of up to 5100 hryvnia or deprivation of a license, for up to three years or for life.

Violation of sanitary standards is fined in the amount of 204 hryvnia, or double the amount - if the official is responsible for this. When publishing the warning, the Cabinet of Ministers did not forget to mention that in other countries the repressive measures are more severe.

When will the quarantine in Odessa end?

Odessa entered the top five in terms of the number of quarantine violations. This is understandable, given the intense trading activity in the city, Europe's largest market for manufactured goods, which is also quarantined and cannot receive already paid goods from other countries. The city is focused on the tourism industry, so it was hit hard by the closure of catering facilities, concert venues and entertainment venues.
